Wood County Magistrate Court saw a wide range of cases in recent days, including arraignments, guilty pleas, bond releases, and case dismissals. Charges ranged from domestic battery and DUI to shoplifting, drug possession, and obstruction.
Arraignments and Preliminary Hearings
- Samantha Danielle Crouch, of Lynn St., waived her preliminary hearing on a forgery/uttering charge. Her case was sent to Wood County Circuit Court.
- Joseph Steven Nester, of Greenwood, was arraigned for allegedly soliciting a minor via computer. He is held on a $300,000 bond and will be on home confinement.
- William Robert Saye, from Coal City, was charged as an inmate in possession of a weapon or illegal material. He is being held without bond.
- Sherry Lynn Johnson, of Racine, was arraigned for multiple shoplifting charges, obstruction, and a fugitive charge from Meigs County. She is also being held without bond.
- Stormy Alyson Estep, of Parkersburg, was charged with battery of a police officer, obstruction, possession of a controlled substance, and disorderly conduct. She was released on a $4,000 surety bond.
- Martin Gale Collins II, of Vienna, was charged with stalking, disorderly conduct, and obstruction. He was released on a $5,500 surety bond.
- Makayla Elizabeth Riddell, no address provided, was held without bond for being a fugitive from Virginia.
- Natasha Joyce Black and Steven Paul Black, both of Rockport, were charged with two counts each of child neglect creating risk of injury and held on $100,000 bond each.
DUI, Drug, and Traffic-Related Arraignments
- Troy Eugene Lightfritz, of Marietta, was charged with DUI (drugs) and drug possession. He was released on $4,000 bond.
- Ronald Wayne Byers, of Parkersburg, was arraigned on DUI (drugs), obstruction, and driving on a suspended license (third offense). He was released on $2,500 cash bond.
- Kelsey Nicole Ball, of Parkersburg, was charged with aggravated DUI and released on a $4,000 personal recognizance bond.
- Gary Daniel Jones, of St. Marys, was arraigned on charges of driving impaired and speeding, released on $1,500 bond.
- Jason William May, of Parkersburg, was charged with driving on a license suspended for DUI and no insurance. He was released on a $1,000 bond.
- Tony Lee Wright Jr., of Parkersburg, was arraigned on drug possession charges and released on a $1,000 bond.

- Chelsea Kathleen Doonan, of Parkersburg, faced charges of domestic battery and unlawful restraint. She was released on $10,000 bond.
- Kacey Dawn Thorn, of Parkersburg, was arraigned for domestic battery and released on a $1,000 bond.
- Johnna Nicole Sams, of Parkersburg, was arraigned for domestic battery and held on $20,000 bond.
Shoplifting and Theft-Related Charges
- Hannah Nicole Brannon and Zachary Richard Mumford, both of Parkersburg, were arraigned for second-offense shoplifting. Mumford also faced two counts of drug possession. Both were released on personal recognizance bonds.
- Lee Kendall Mullins, of Parkersburg, was arraigned on a petit larceny charge and released on a $1,000 bond.
- Michael Virgil Naylor II, of Parkersburg, was arraigned for petit larceny and destruction of property and released on a $1,500 bond.
- Adam Chase Fuller, of Parkersburg, was arraigned on a shoplifting charge and released on a $500 bond.
- Brianna Lynn Hall, of Cambridge, was charged with shoplifting and fleeing from police. She was released on a $500 bond.

- Cody Von Arlan Estep, of Parkersburg, was charged with public intoxication and disorderly conduct, released on $1,000 bond.
- Cory Ray Patterson, of Parkersburg, was arraigned on battery and destruction of property and released on a $4,000 bond.
- Cody Ray Slaughter, of Proctor, was charged with leaving the scene of an accident and released on a $1,000 bond.
- Heather Dawn Lucas, of Parkersburg, was arraigned for violating a domestic violence protection order and released on a $30,000 bond.
- Kenneth James Moore, of Parkersburg, was held on $5,000 bond for obstruction, fleeing, and trespassing.
- Daniel Lee Frame, of Parkersburg, waived a preliminary hearing on a third-offense domestic battery charge. His case goes to Circuit Court.
- Ezra Eugene Foster Jr. and Dale Shannon Corder waived hearings for drug distribution charges; both cases were sent to Circuit Court.
Guilty Pleas and Fines
- Lakisha Marie Bigler, of Parkersburg, pleaded guilty to animal cruelty and received 30 days in jail (11 credited).
- Joel Timothy Blair, of Belpre, pleaded guilty to speeding. Other charges were dismissed after a deferred sentence.
- Terry Lee Hailey, of Reedsville, pleaded guilty to obstructing a DNR officer and fined $226.48.
- Rocky Lee Bowman, of Mount Alto, was fined $382.96 for speeding in a school zone.
- Coy David Brown, of Parkersburg, was fined for no inspection certificate and no seat belt; insurance proof dismissed his third charge.
- Multiple individuals, including Jason B. Barker, Joseph K. Harrigan, Tammy J. Varner, and Tiffany Boyd-Layton, pleaded guilty to various traffic offenses, mostly resulting in fines under $500.
Case Dismissals
- Charges against Joshua Michael Conger II for stalking, harassment, and violating a protective order were dismissed due to lack of evidence.
- Joshua Allen Countryman had charges dropped as the arresting officer is no longer employed locally.
- Patience Nicole Baker, Tiffany Marie Full, and Shane Andrew Salyers had charges dismissed following successful deferred sentencing agreements.
- Chester Frederick Carmack had charges dismissed after presenting valid documentation.
