Shane Highley Reinstated as Tyler County Schools Superintendent

Shane Highley will continue to lead Tyler County Schools as superintendent, following a decision by the West Virginia Department of Education. The announcement was made by West Virginia Superintendent of Schools Michele L. Blatt on May 23, as part of a series of appointments across the state.

Highley has served in the role for six years, bringing with him degrees from West Virginia University and additional qualifications from Ohio Valley University and Salem University. His leadership came under scrutiny earlier this year when the Tyler County Board of Education voted 3-2 against renewing his contract.

However, that decision was overturned after the state intervened. On May 14, the West Virginia Board of Education officially placed Tyler County Schools under state control, citing “extraordinary circumstances” within the district. As a result, Highley’s contract was extended through June 30, and he has now been fully reinstated.

A review conducted by the state revealed several issues with how the county board operated. Concerns included the board’s excessive use of executive sessions and its failure to publicly explain the decision not to renew Highley’s contract.

The report also noted a troubling atmosphere among school staff, with many employees expressing fear of retaliation for supporting the superintendent.

“These appointments are important as our counties prepare for the upcoming school year,” Blatt stated. “The superintendents will begin to immediately address the issues identified in the counties to ensure student learning and well-being remain the central focus of our school systems. We look forward to working closely with county leadership to address the needs of our students, educators, and staff.”

With the state stepping in and Highley back at the helm, Tyler County Schools will now work to correct the problems identified in the review. The goal moving forward is to restore trust, improve morale, and keep the focus where it belongs—on students and their education.
