Every May, National Foster Care Month reminds us of the importance of helping children in crisis. For Necco, a foster and adoption agency operating across several states, it’s a year-round mission.
At their Parkersburg office, Necco serves six counties in the Mid-Ohio Valley. Right now, 34 children are in their care. But that number is just a snapshot of the need.
“We receive an average of 18 to 20 referrals a day,” said Amanda Cozzens, administrative specialist at Necco Parkersburg. “Some days we’ve seen over 40.”
Cozzens says the goal isn’t just finding a bed—it’s about making sure kids feel safe, supported, and have access to the services they need.
More Than Just Placement
Necco doesn’t stop at pairing children with foster families. The agency also works closely with schools, churches, and other community groups to provide support in any way they can.
Whether it’s hosting school supply drives, sponsoring youth sports, or showing up at local events like Trunk or Treat at the Grand Central Mall, Necco’s team is constantly finding ways to stay connected and involved.
“We’re always looking for ways to serve the community,” said Cozzens. “Outreach is a big part of what we do.”
Growth and Challenges
Necco Parkersburg has only been operating for four years, but the agency is already expanding.
“So far this year, we’ve opened nine more foster homes than we did in the first few months of last year,” said Licensing Specialist David Wright.
Despite the growth, there’s still a pressing need—especially for families willing to foster teenagers.
“There are 14-year-olds who’ve never had a birthday party,” said Case Manager Veronica Rivers. “Fifteen-year-olds who’ve never experienced a real Christmas.”
Across West Virginia, about 6,119 children are currently in the foster care system. Roughly 32% of them are between the ages of 13 and 17. That’s a significant population in desperate need of support, structure, and love.

Becoming a certified foster parent through Necco can take as little as 10 weeks.
“If you’re even slightly interested, just give us a call,” said Wright. “At worst, you’ll decide it’s not for you. But at best, you could change a child’s life—and maybe even find your own calling.”
Foster parenting isn’t easy, but it’s one of the most impactful things you can do. As Cozzens put it, “It’s not just about giving a child a place to stay. It’s about helping them heal and giving them hope.”
